Joseph Ivan Balfour
aka Jughead, Juggie, Ikka and Frankie

Passed away at his home in Sept-Iles QC at the age of 77 years Joseph Ivan Balfour, aka Jughead, Juggie, Ikka and Frankie.

Joseph retired in 1999 after 34 years of service with Wabush Mines. Before leaving Dalhousie he worked at the NB Liquor Store for 10+ years.

Joseph was a man of little needs, his greatest pleasure in life was to give! The Lord knew this about him so he blessed him with lots of FAMILY. Joseph was adopted at the age 4 from the Saint John orphanage where his first and primary family begin. His loving parents were the late John Balfour and Gertrude Fraser. These wonderful parents went on to adopt another child from Liverpool NS, Joan Balfour, who passed away in June 1999. The relationship of this brother and sister, even with some ups and downs, was remarkable, their undying love and devotion to each other set the bar high for his families.

Joan had two children Shelley (Terry) Coulombe and Shawn (Tina) Balfour, whom he loved and spoiled like his own children. Though he leaves a void in their lives, they too have a bond like Joan and Joseph.

He will be sadly missed by his great nephew Geoffrey (Ashley) Coulombe, great nieces Samantha Balfour and Julia Balfour.

Joseph also leaves behind his son Paul Fraser of Simcoe ON, originally from Dalhousie NB and his grandson Spencer Fraser of Simcoe ON. Though circumstance and distance were a challenge they had a very loving and warm relationship. Paul and Spencer spent many summers visiting with him in Dalhousie. Joseph left a lasting impression on Paul's older siblings Joanne, Susan and Kim Fraser; they too will greatly miss him and his joking around.

Approximately 30 years ago Joseph found his natural Mother, Mrs. ???? Arseneault of Saint John NB. He was so pleased not only with finding his natural Mother but with the acceptance and love he received from her, her brothers and sisters, his uncles and aunts. They have all passed on now accepted for his loving Aunt Laurette Guimond.

With this wonderful finding he also learned he had 7 Siblings...Rheal, Hilda, Joe, Roger, Doris, Raymond and Rose. There are not enough beautiful words in the world to describe his natural family, not only did they welcome him into the family with warm, loving open arms but they did the same with his other families.

The family that he "adopted" and loved dearly was Sandra (Roger) Oakes and their children Melissa (Rene) Oakes and Carmella (Pascal) Joncas. When Joseph was home for the summer his greatest enjoy was to visit with Carmella and her beautiful children Taylor, Logan, Emma and Ayden, the love they had for him is unmeasurable. Melissa, his goddaughter, lives in Bathurst with her family but made it a point to visit often over the summer with her beautiful son Jaykob.

He loved to play cards at the wharf in Sept-iles for the summer and at a bowling alley during the winter. He would come home each summer filled with stories of his friends and the many, many card games they played. They and many other friends have all expressed a deep sadness with his passing. Juggie may you forever sit at the table of the Lord and play many more games of "Two High" with Joanie as you wait for the rest of us to join in. Rest in Peace.
